Groundwater Crisis and Scarcity

More on the California water crisis. What I find particularly interesting is the intersection of absolute scarcity and water rights – in effect the right-to-water versus rights-over-water.

This is especially interesting to me in the context of a project I worked on in Tunisia that also involved groundwater. A fabulously wicked problem – and therefore interesting from a professional perspective. Of course – much more then an intellectual problem for those directly involved.

One aspect that I find particularly interesting, and only lightly touched on/alluded to in the WaPo article, is how Republicans in this area interpret the problem and understand solution paths – i.e. the role of government in the face of private property rights.
